I also have athletic calves (17"!) and it's hard for me to find boots that fit. I tried these Zaria Polka Dot Rain Boots in Black/White in a size 8 and they fit perfectly even with my big calves, with room to spare and tuck in pants! I can see how other women would be "swimming" in the calf-part since it does have ample room. Yes, there is teesey bit of wiggle room in the foot (below half an inch) even while wearing regular socks. But it's great if I decide I want to wear thicker socks for winter.
