Cats that live on their own (without much human intervention) will often allow their kittens to nurse for long periods of time. If the issue bothers the mother cat, or she is losing weight then separating them for about a week will help her milk dry up and may stop the nursing behavior.

If your cat has respiratory issues, I would suspect the fewer chemicals in the air the better. It's important to note though, that steam cleaning may still use chemicals. In general, when cleaning your carpets, I recommend you make sure your house is able to be well ventilated. Isolate your cat away from the areas being cleaned and do not allow them onto the carpets until they are completely dry.

I have to be honest that I have not heard or seen a cat with a congenitally small bladder. Of course, that doesn't mean it can't happen. I would be sure that this is really what your veterinarian is concerned about. A cat's bladder can be very small when empty but should enlarge when filled with urine.
