There are some sprays that are supposed to keep cats away from designated areas that you can get at most any pet store. How well they work and if they're safe to use on flowers I do not know. I'd go read the labels and try any that appear to be safe.

Ceyenne pepper dusting around the plants every now and then. It works for squirrels, too.

Cats have a high sense of smell, so red pepper sprinkled around can help. NEVER use moth balls (that is an old fashioned thing that people used to use) because the fumes off them are toxic to both cats and dogs and can kill them if inhaled. Or use hot pepper sauce sprinkled around on the ground instead of the pepper.

Lemon peels (replace frequently), Rue plants (Ruta graveolens, an herb-- also attracts Black Swallowtail butterflies because it's a host!), cedar mulch, pine cones... lots of harmless things!

Maybe what you need to do is to properly train them on the usage of litter boxes. or better yet maybe you can put up higher fences or protection for the flower beds to keep them off. Although I wouldn't recommend the hot pepper thing because they sneeze a lot becaus of it. You better go for lemon peels but be sure to replace them because the decay could be messy when left around.

SHOT GUN just kidding sound groce but have another animal pee around the perimeter they think its another animal and will leave oh they also make a spray that you can but at pets mart don't remember the name of course but try cayenne pepper
