Question Help? Litter Pan Delay

I have a new kitty. We've had him for 2 weeks tomorrow. He's incredibly sweet and loving.

He hardly ever gets into trouble.

However, i have another kitty. We were using the enclosed litter pan for her- because she's a litter thrower, and actually if we use one with the walls too low, she will accidentally defecate one piece over the wall onto my floor which she then whaps under my washing machine... simply a box with a higher wall helps.

The new kitty would not use that one. He chose a smaller one with low walls, however, then my other cat used that one too- flinging litter all over the room and not successfully using the box (low wall).

I got a new box yesterday. With high walls. She uses it just fine. But the male (new kitty) ignores it. He acts like he doesn't understand its a box. i put him next to it- he looks at it and walks away. If i put him in it (i KNOW he has to go) he just lays there. Its been almost 24 hours since he's gone. We locked him in that room so he has to use it, but he's still just ignoring it. The second i pulled out the old one he hopped into it, looking for litter to go. However, i was really just rearranging to put it away. He refuses to use anything new.

How do i get him to use this new box? I simply CAN'T have the lower one because its just not clean (thanks to the girl!) please help if you have any suggestions. Do i just wait it out?
