Check with humane society or aspca, they could probably give you good info. on local laws. Running loose and destroying others property should be against the law. Did your cat have a cash value? Take them to court if you can prove it.If you are able to talk with this neighbor, or send him a letter with your feelings, without saying anything that would bring charges against you by all means do so.Sending him pictures and stories about your pet, might cause him to feel the remorse he should, and restrain his dog, who I'm sure he wouldn't want some beast coming and murdering in the night.Writing to your Mayor or council, or even your congressman about the need for laws concerning this, if they don't exist in your area, would be good.Perhaps talking with other neighbors that have small animals that could be affected by this mans dog would allow you to start a petition, put some kind of pressure on this man to do the right thing, if he won't on his own.Try to resist the urge to kill the dog. He acted on instinct, just as our cat did when he killed my son's beloved hamster. They genarally do not have the intelligence to differentiate prey from beloved pet. It was not meant as a personal attack. It was the owners ignorance that caused the tragedy.I cry for your pain.
