put up an electric fence. put a special collar on your dog and the fence will prevent them from going over.

well you could put some rocks , tin foil or something they don't like there paws on under the dirt. when they dig there it will hurt there paws and thye should stop. you could also put a spinkler not fully under the ground but hide the hose and as much of the sprinkler as possible but only if they don't like getting wet.

Put pepper down. After a couple of days they will get the hint by constantly sneezing. Our dog used to try to dig next door to play with this other dog, but we soon stopped her.

Sprinkle some Cayene pepper around the perimeter of the yard. They will hate the smell and stay away from the fenceAlly

Maybe try putting up chicken wire, so they can't get to the fence. It will protect your flowers as well.

let the dog eat as much as it want twice a day for 20 minute periods. if continued, buy extra fencing and dig up under the fence. then make the fencing go about 2 feet into the ground!

The best way to keep the dogs for digging under the fence without huting or changing the way you, feed/train them would be to buy dog repellent and spray it along the bottom of the fence. This way when they try to dig it wont smell good and they will leave, unharmed.
